Internally, how will the Courier stike a balance between The Strip and the rising fiscal power and interest in Freeside? How is that getting smoothed over? What incentives should be offered. How about dealing the the NCR? Vegas relies on tourism to stay afloat, and supply from NCR groups like the Crimson caravan and various brahmin barons all of whom are now pretty mad at the Courier.
